Annual Report 2001-2002

The Malaysian Society for Quality in Health (MSQH) is the major advocate of quality in Malaysian healthcare. Since its inception in 1997 the MSQH has worked with the health industry to achieve significant gains towards this goal.

Currently, the focus of the MSQH is limited to quality in Malaysian hospitals. This is expected to be extended to other healthcare organisations, including day care centres, nursing homes, maternity homes, clinics and community health centres.

Healthcare organisations have a responsibility for providing quality care. The responsibility is owned to patients, clients and their families and the general community by every individual within the organisation. With responsibility comes accountability. Health care providers must be accountable for the outcomes of services and care. The MSQH’s Hospital Accreditation programme involves establishing accountability mechanisms that will assists hospitals to demonstrate these outcomes and help focus the organisation on providing quality care and services.

The MSQH continuously involves healthcare professionals, healthcare organisations, professional health organisations and consumers to develop and review the current Malaysian Hospital Accreditation Standards. This is to ensure that these standards reflect contemporary best practice principles, and are achievable and measurable. In addition to the 20 original standards, four standards; i.e. Blood Bank, Forensic Services, Oncology Services have been developed while the Radiology Services and Food Services have been refined in 2001.

These standards are service specific and applicable equally to all public and private hospitals. The principles underpinning MSQH Hospital Accreditation Standards are consumer-focused and include:

  • leadership quality
  • a strong commitment to quality improvement
  • a culture encouraging best practice
  • evidence based practice and outcomes

The MSQH Hospital Accreditation Programme guides organisations seeking accreditation through a dedicated training program, multiple hospital-wide self-assessments and hospital-wide survey and validation through peer review process. Accreditation is awarded when it has been demonstrated that there is substantial evidence in documentation and practice in compliance to the MSQH Hospital Accreditation Standards.

MSQH standards are recognised internationally. MSQH accreditation informs consumers and other stakeholders that the hospital has achieved excellence through:

  • a rigorous process of external peer review to meet world class standards for patient care
  • care provided is safe, by safe providers and in a safe environment
  • always providing caring service and respect for the individual patient and family needs as well as continuously striving to improve outcomes of care

The MSQH offers hospitals customised in-house education, external programmed workshops, seminars and consultancies, and access to a range of publications to support ongoing quality improvement initiatives. The MSQH has trained more than 70 public and private hospitals since 1999. 85% are public hospitals while 15% of these are private hospitals. Until 31st March 2002, 22 public hospitals and 1 private hospital have achieved Accreditation Status. Majority of the hospitals trained are actively pursuing for compliance to the MSQH hospital accreditation standards and accreditation status.
