Hospital requires safe environment and good facilities management system to support clinical services to deliver excellent patient care.  Hospital now has to be patient friendly and portray positive image to enhance recovery process.  Safe and well maintained facilities and equipment will give confidence to patients on the treatment and the service that they seek especially in health care facilities.

Environmental Safety and Facilities management encompasses multi-disciplinary activities within the built environment that has direct impact upon patients, staff and visitors.  To be safe and efficient facilities, hospital management and facility managers need to understand both the technical details of facilities functionality and able to communicate effectively to the end users and customers.  However in many cases, facility managers lack the basic skills to effectively run the facilities.  In other cases, the function is totally outsourced resulting non optimal decision being made on the facilities.  Safe and efficient facilities management, combining resources and activities, is vital to the success of any organisation.  An operational level, effective facilities management provides a safe and efficient working environment, which is essential to the performance of any business.

The requirements for safe and efficient management of healthcare facilities including relevant regulations are embedded in the 5th Edition MSQH Hospital Accreditation Standards.  This course will enhance the understanding and interpretation of MSQH 5th Edition Hospital Accreditation Standard for Standard 2:  Environmental and Safety Services and Standard 3:  Facility and Biomedical Equipment Management and Safety Services.  Participants are encouraged to share their experience and understanding of facilities management so that cohesive and effective hospital operation can be achieved.

  1. To train the participants on the 5th Edition MSQH Hospital Accreditation Standards and the Rating System adopted on:
    • Service Standards No.2:  Environmental and Safety Services
    • Service Standard No.3:  Facility and Bio-Medical Equipment Management and Safety Services
  2. To provide awareness to the participants on the requirements of the relevant Acts and Regulations that are embedded in the MSQH Standards No.2 & 3
    • Private Healthcare Facilities and Services Act 1998.  Regulations 2006
    • Uniform Building by Laws
    • Occupational Safety and Health Act
    • Environmental Act
    • Electricity Supply Act
    • Factory and Machinery Act
    • Bomba Regulations 
    • etc




  1. Able to understand and interpret the MSQH 5th Edition Hospital Accreditation Standards specific for Environment & Safety Services and Facility and Bio-Medical Equipment Management and Safety Services
  2. Ensure safety of patients in hospitals through compliance of the relevant Acts and Regulations
  3. Able to conduct self-assessment of compliance to the Standards No.2 & 3 through the understanding of the standards and apply the 5th Edition Hospital Accreditation Standards Rating System
