The Board of the MSQH comprises of eleven Board Members with interest and commitment in improving the quality of healthcare. The Constitution provides for the establishment of Committees. There are five Committees under the Board namely Accreditation, Education, International and Domestic Relations, Research and Development and Resource Center.

There are two sub-committees under the Accreditation Committee, the Survey and Standards sub-committees. The Committee members comprise of people with an interest in and commitment to the mission, vision, objectives and activities of the particular program.

The Constitution requires that each Committee be chaired by a member of the Board to facilitate on going monitoring of activities of each program and the MSQH. Within this structure the MSQH established the Malaysian Council on Healthcare Standards ("MCHS") comprising of officials of high standing from identified organisations to provide the final decision (voting) in the accreditation status of organisations following the surveyors report.

The present Councilors are representatives of the Ministry of Health Malaysia, MSQH, Association of Private Hospitals of Malaysia, Malaysian Medical Association and Malaysian Nurses Association. The MCHS vote independently, with the identity of the organisations expunged by the MSQH. The results are tallied by the Accreditation Secretariat.
